Every subject is an entity; every call is commercial. No consumer subject, so no permissible purpose is required and none is claimed. The restriction is a term of the call, carried as permitted_use.

A refusal is not a product. PURPOSE_OUT_OF_REGIME, nothing metered.

A natural-person subject
No row takes one. An Obligor-Guarantor appears as a named party, never as a scored subject.
A consumer purpose
Declared, it is refused: typed BLOCKED, nothing metered.
Mixing
Consumer-report data is never pooled into a response.
Furnishing
Not shipped without the dispute investigation that comes with it.
